PlayCity has issued the first wave of B2B gambling software licences in Ukraine, while simultaneously revoking seven existing licences as part of an early push to enforce compliance across the regulated market.
The move marks an important step in Ukraine’s transition toward a more structured and transparent gambling framework following recent regulatory reforms. PlayCity confirmed that the newly issued licences apply specifically to B2B software suppliers, allowing approved companies to legally provide gambling technology to licensed operators in the country.
Licensing progress paired with stricter enforcement
Alongside the licence approvals, PlayCity also revoked seven B2B gambling software licences after identifying failures to meet regulatory requirements. The regulator stated that the revocations were linked to compliance shortcomings, signalling that enforcement will be active from the outset rather than delayed until the market matures.
According to PlayCity, the dual approach of issuing licences while removing non compliant suppliers is intended to set clear expectations for technology providers operating in Ukraine. The regulator emphasised that licensed B2B suppliers must meet standards related to transparency, operational integrity and regulatory reporting.
Setting the tone for Ukraine’s regulated gambling market
PlayCity said the early compliance action is designed to strengthen trust in the regulated gambling sector and protect licensed operators from relying on unapproved or unsuitable technology partners. The regulator also indicated that further reviews and enforcement measures should be expected as the market continues to develop.
The issuance of the first B2B software licences, combined with immediate licence withdrawals, highlights Ukraine’s intent to build a regulated gambling environment grounded in oversight and accountability from the beginning.
